Meet the CANDIDATES

Constance Ream Druska

I am a proud freelance Production Supervisor and member of PHBP since 2012, having first qualified as an Office PA in the years after leaving staff at Smuggler. I know what it is like to make big life decisions based on access to this health plan, and how difficult it can be to qualify for consistent coverage at lower income levels.

I am a compassionate problem-solver and not afraid to challenge the way things have always been done when I feel a better solution is possible. I understand the uncertain economics of the advertising and insurance industries and will always advocate for affordable and high quality coverage for as many as possible.

Both my husband and 18 month-old daughter depend on me for insurance. I was particularly frustrated to recently lose our PPO coverage after taking a 3-month maternity leave, which still doesn’t sit right with me.

As a member of Local 111 I have worked behind the scenes to fight for the parity we freelancers deserve. I have volunteered countless hours on the Production Supervisor Committee and the Benefits Committee, where I have learned how difficult it can be to qualify outside of NY/LA, as well as extensively researched how PHBP and other health plans in our industry operate.

This is an important moment in the history of the PHBP and I would be honored to be one of the few freelance voices on the Board of Trustees. If elected, I will be your voice for strengthening PHBP.

I’m honored to be running for re-election to the PHBP Board of Trustees. For the past five years — first as an Alternate Trustee and now as a Trustee — I’ve been proud to represent the freelance commercial production community and help shape a plan that truly supports our unique way of working.
As a freelance producer for more than 25 years, I’ve led large-scale campaigns for brands like Amazon, Nike, Facebook, and Netflix, and collaborated with top directors including Kathryn Bigelow. I know firsthand how unpredictable freelance life can be — and how essential it is to have dependable, high-quality healthcare that travels with you from job to job.

During my time on the Board, I’ve focused on balancing financial sustainability with real-world accessibility for members. I advocate for freelancers and staff alike, ensuring PHBP remains strong, transparent, and responsive to evolving needs.

If re-elected, I’ll continue to champion:

Member-centered benefits that fit the realities of freelance and staff work

Transparency and communication so members understand and trust the plan

Long-term sustainability and innovation to keep benefits strong for years to come

Shelly Silverman

As an LA production supervisor for over 25 years, I have served in the commercial trenches with many of you. Working closely with every freelance position uniquely qualifies me to serve on the PHBP board. As a cancer survivor, I am grateful to PHBP for the care I was able to receive. My personal experience has given me a front row seat to how critical healthcare is for all. Every worker deserves these benefits and to have strong representation on the PHBP Board to ensure no one’s needs are left behind. 

In our new PWG Local 111, I was elected Western Region Delegate and Chairperson to the Board of Trustees. I served as Co-Chair of the Health/Benefits Committee, where we dug into possible health plans with the goal of getting coverage for as many members of our community as possible. 

It is a tenet of my being to advocate for everyone. I make myself available and approachable to every crew member on set. My years volunteering in the unionization efforts fostered relationships with workers in other cities, which has broadened my understanding of the challenges of earning coverage outside LA.

I’m asking for your support to serve on the PHBP Board of Trustees. This health plan affects everyone in commercial production, a responsibility not taken lightly. I pledge to advocate for every single one of us, including those who have yet to qualify for PHBP coverage, and to help streamline benefits communication.
