Norman Reiss
I have been producing for over 30 years. I’m honored to have served on the PHBP Board for over a decade, proudly representing the freelance community and advocating for policies that reflect the evolving production landscape. Throughout my tenure, I’ve remained committed to protecting member interests and ensuring the long-term sustainability of the Plan.
One of our most impactful moments was leading PHBP through the COVID-19 crisis. We were the first entertainment health plan to roll out relief measures, including:
• Extending qualifying and coverage periods to 17 months;
• Creating COVID-related job titles to ensure coverage for health & safety workers;
• Discounting COBRA coverage by 20%;
• Waiving all freelance dependent, buy-up, and bridge fees;
• Accepting credit card payments for greater accessibility.
Amid a 90% rise in insurance premiums since 2019, we’ve preserved comprehensive, no-cost coverage for employees and minimized dependent fee increases—without sacrificing care. As a member of the Finance Committee, I’ve worked to ensure the Plan’s financial stability and prudent asset management to support this commitment.
Recognizing the need for greater freelance participation, I helped establish the Alternate Covered Employee Trustee role, ensuring freelancers retain a vote even when regular trustees are unavailable due to work.
If re-elected, I will continue to advocate for transparency, financial responsibility, and inclusive governance that supports both freelancers and staff.
Thank you for the opportunity to serve.
