
RACHEL PERKINS
For the past five years, I’ve had the privilege of serving on the PHBP Board — first as an Alternate Trustee and now as a Trustee representing freelance commercial producers and crew. I’m running for re-election because I believe deeply in PHBP’s mission: to provide stable, high-quality healthcare benefits for the people who make our industry run.
I’ve worked as a freelance commercial producer for over 25 years, leading large-scale campaigns for global brands like Amazon, Nike, Facebook, and Netflix, and collaborating with top directors including Kathryn Bigelow. Across hundreds of productions — in the U.S. and internationally — I’ve seen firsthand how unpredictable freelance life can be. Health insurance shouldn’t add to that uncertainty. That’s why I care so much about PHBP’s role in protecting the well-being of our community.
During my time on the Board, I’ve helped guide decisions that balance financial responsibility with the real-world needs of members. I advocate for freelancers, who often face irregular income, gaps between jobs, and challenges navigating coverage transitions. My focus has been on keeping the plan sustainable while making it easier to understand and access — ensuring PHBP continues to evolve alongside the people it serves.
If re-elected, I’ll continue to focus on:
Member-Centered Benefits: Strengthening PHBP’s commitment to flexibility and accessibility for freelance workers and staff alike.
Transparency and Communication: Making sure members feel informed, heard, and supported when it comes to their coverage and options.
Long-Term Sustainability: Protecting the plan’s financial health while embracing innovation — from telehealth to preventative care — that improves outcomes and keeps costs manageable.
PHBP is more than a benefits plan; it’s a safety net built by and for the commercial production community. Our work is unpredictable, fast-moving, and deeply collaborative — and so is the stewardship it takes to keep this plan strong. I’m proud of what we’ve achieved together and would be honored to continue representing you on the Board.
